これは、日本の大学(短大)や専門学校を卒業した外国人留学生が日本企業に就職する際に、今までその学位や専門士として習得した「専門分野」が厳しく制限されていたことを意味します。つまり、関連性の高い分野や職種でなければ、在留資格変更許可を得て就職することができなかったのです。
我が国の各産業分野からはこれに対して、柔軟な対応が求められていました。
